Septimus Signus is that coot. He lives in an icy underground lair located in the northeastern-most region of Skyrim, almost due north of the Mages College in Winterhold.

Septimus is a brilliant scholar turned mad after some exposure to an Elder scroll.He lives alone in the harsh northern ice fields and has a distinct fascination with dwemer culture and artifacts.
