LOS ANGELES (AP) — Evacuation orders were lifted Thursday for tens of thousands as firefighters with air support slowed the spread of a huge wildfire churning through rugged mountains north of Los Angeles, but new blazes erupted in San Diego County, briefly triggering more evacuations.

One consequence was dramatic decentralization of Southern California government. The City and County of Los Angeles are relatively weak entities partly because local communities decades ago were determined to maintain independence vital to water security.

Evacuation orders were in place for areas near the Laguna Fire but have since been changed to evacuation warnings, according to Cal Fire.
