What is the problem with putting it back in the header where the people icon is? Clicking the email icon also opens in a new window. I don't care for this either. I can decide when on my own when I want to open a new window.

The explanation of what the icons do would definitely be a temp solution while we worked to get things back to normal. Have you tried things like using a different browser, clearing your cache and cookies, or if you use a 3rd party client, trying a different email client?
